The breadth and depth of the University of Northern Iowa's Business and Community Services (BCS) makes it a key resource and support system in the drive to grow and position Iowa's economy. Building on the academic strengths of the university and the expertise of staff in BCS, UNI focuses on delivering a hands-on approach to meeting the needs of business and community clinets where they live. Pilkington believes this approach makes it easier to get to the heart of business development. The concept of UNI’s business and community outreach was launched in the mid-1980s when Governor Branstad led the thinking that universities could do more to help businesses grow in Iowa. Several economic development outreach programs were developed during the next two decades and Pilkington helped combine them into BCS in 2000, a one-stop umbrella group with three main components: entrepreneurship and small business; local economic development; environment and sustainability. Each of those three areas houses and sustains a number of enterprises, and collectively have clients in all 99 Iowa counties.
The Center for Industrial Research and Service (CIRAS), based out of Iowa State University, assisted 1280 businesses in 94 Iowa counties in 2013*, with an economic impact of $446 million. "We help existing businesses grow, and help put systems in place to help them be more productive and profitable," said program director Mike O'Donnell. A typical CIRAS client sees a 200% return on investment. Startup companies make up a small portion of those companies, but it's those companies that the Iowa Innovation Corporation (IICorp) can affect.
